[ WSSO SP-2025-15 ] Technical Guide for Circular Utilization of Construction Solid Waste

This standard aims to establish a comprehensive technical and management framework for recycling construction and demolition waste (CDW), facilitating the building materials industry's transition from a linear to a circular economy. The standard focuses on improving resource efficiency by promoting technologies such as recycled aggregate concrete, pre-sorting, and classification of construction waste. By adopting these approaches, the resource utilization rate of CDW can reach 60%–80%. For example, Germany has achieved over 80% recycling efficiency through advanced classification and processing systems.

The guideline also highlights the climate benefits of CDW recycling. Recycling 100 million tons of construction waste can reduce the extraction of 400 million tons of natural aggregates and cut carbon emissions by approximately 30 million tons. Japan’s practices have already achieved annual emission reductions of about 10 million tons.

Technically, the standard provides full-process specifications covering sorting, crushing, screening, metal separation, and recycled material production. On the management side, it sets requirements for the generation, transportation, treatment, and reuse of construction waste, including pollution control, traceability, and certification of recycled materials.

It applies to residential, commercial, and infrastructure projects, covering waste types such as concrete, bricks, timber, and metals. The standard ensures global adaptability by integrating both advanced technologies from developed countries and cost-effective solutions suitable for developing regions, such as simple sorting equipment. It supports sustainable urban development, extending landfill life and promoting "zero-waste city" goals.
