Notice on Public Solicitation of Comments for WSSO SD-2025-13 “Technical Requirements for Energy Saving and Carbon Reduction in Flat Glass Production”
To advance sustainable development of the building materials sector, optimize energy efficiency improvement paths and waste gas treatment technologies for glass manufacturing, and boost the low-carbon and clean transformation of the industry, the World Sustainability Standard Organization (WSSO) has completed the compilation of the draft standard WSSO SD-2025-13 Technical Requirements for Energy Saving and Carbon Reduction in Flat Glass Production, and is now publicly soliciting comments globally.
I. Core Overview of the Standard
1. Formulation Background
The flat‑glass production industry uses high‑temperature melting furnaces and is classified as an energy‑intensive, high‑carbon‑emission industry.
The carbon emissions generated by global annual output are enormous, while energy efficiency and carbon reduction technologies vary greatly among countries, lacking unified international technical specifications. Against the backdrop of tightening global carbon peaking and carbon neutrality policies, green trade barriers such as EU Carbon Border Adjustment Mechanism have been gradually implemented. Incompatible local standards of various countries leave enterprises without unified basis for cross-border production and trade carbon accounting.
Low-carbon technologies including hydrogen furnaces, waste heat recovery and oxygen-enriched combustion are updated rapidly, yet there are no general evaluation and implementation guidelines. To fill the gap in international industrial standards, WSSO complies with global sustainable development governance demands, integrates advanced energy-saving and carbon reduction technologies worldwide and mature domestic technical achievements, and jointly develops this standard with global building material enterprises and scientific research institutions. It unifies energy-saving technical indicators and carbon reduction implementation routes in production links, standardizes low-carbon transformation of the global flat glass industry, helps enterprises benchmark advanced technologies, break green trade barriers, and advance coordinated carbon reduction of the global building materials industrial chain.
2. Objectives and Positioning of the Standard
This standard is a general international low-carbon technical specification formulated by WSSO for the global flat glass industry, serving as the unified technical basis for energy-saving renovation, carbon reduction implementation and low-carbon level evaluation of flat glass enterprises worldwide. Based on global carbon peaking and carbon neutrality demands, the standard integrates advanced technologies such as furnace energy conservation, low-carbon raw materials, waste heat utilization and digital control, and unifies industrial energy-saving and carbon reduction technical indicators, implementation procedures and accounting criteria.
Its core goals are to eliminate differences in national technical specifications, provide implementable carbon reduction technical paths for global glass manufacturers, guide enterprises to upgrade clean production processes and continuously cut comprehensive energy consumption and carbon emissions. Meanwhile, it delivers unified judgment standards for national supervision authorities, green certification and carbon verification in international trade, helps the industry tackle international carbon tariff barriers, promotes in-depth decarbonization of the global flat glass industrial chain, and builds a fair and unified system for exchange and application of global low-carbon building materials technologies.
3. Core Contents of the Draft Standard
Scope of application and normative referenced documents
Terms and definitions (including flat glass, energy-saving and carbon reduction renovation, benchmark energy efficiency level, etc.)
Energy efficiency benchmarks and technologies for flat glass production, clean energy substitution, intelligent and digital technologies, pollutant and carbon emission control

II. Scope of Consultation Targets
This global consultation targets building material manufacturers, industrial associations, research institutes, testing and certification institutions, traders, consumer organizations and relevant government departments worldwide. All parties are sincerely invited to put forward valuable opinions and suggestions on the technical content, operability and implementability of the standard.
III. Requirements for Opinion Feedback
Feedback content: Clearly mark the standard number, clause number and specific revision suggestions, explain revision reasons and basis, and attach relevant supporting materials if possible;
