Notice on Global Public Solicitation of Comments for WSSO SD-2025-15 Technical Guidelines for Recycling of Construction Solid Waste

To advance the sustainable development of the building materials industry, establish a global technical system and management specifications for the resource utilization of construction solid waste, and accelerate the transformation of the building materials sector from a linear economy to a circular economy, the World Sustainability Standard Organization (WSSO) has completed the drafting of WSSO SD-2025-15 Technical Guidelines for Recycling of Construction Solid Waste and is now publicly soliciting comments globally

 

I. Core Overview of the Standard

1. Formulation Background

A large volume of construction solid waste is generated from global infrastructure development andurban renewal. Traditional landfilling brings prominent pollution issues and severe resource waste, while the supplydemand contradiction for natural aggregates is intensifying. In response to global demands for circular economy and carbon neutrality development, this international standard is specially formulated to address problems including fragmented existing international standards, lack of fullprocess technical specifications, and inconsistent national technical systems across countries, unify the global technical routes for construction solid waste recycling, standardize its wholeprocess utilization and pollution prevention and control, and facilitate the lowcarbon and green development of the construction industry. Previously, WSSO has organized international standard seminars, bringing together expert representatives from wellknown domestic and international enterprises, testing and certification institutions as well as research institutes, who conducted indepth discussions on the necessity, core objectives, main contents and implementation plans of the standard, laying a solid foundation for its compilation.

2. Objectives and Positioning of the Standard

As the world’s first systematic international guideline integrating construction waste recycling technologies, this standard fills the gap in circular economy pathway standardization for developing countries. Aligned with the EU Waste Framework Directive (2008/98/EC), ISO 14021 environmental declaration system, Japan’s Construction Recycling Act and other international standards, it establishes authoritative standing in the global field of construction solid waste resource recovery. It delivers implementable industrial solutions for the United Nations Sustainable Development Goal 12 (Responsible Consumption and Production), and serves as the core technical rule and collaborative governance benchmark driving the global construction industry’s shift to a circular economy.

 

3. Core Contents of the Draft Standard

  1. Scope of application and purpose

  2. Normative referenced documents

  3. Terms and definitions (including construction solid waste, resource utilization, recycled building materials, etc.)

  4. Basic principles (reduction, classified management, resource optimization, etc.)

  5. Classification and management of construction solid waste

  6. Technical indicators and specifications for pretreatment and resource recycling

  7. Application and quality control of recycled products

  8. Performance evaluation and continuous improvement

 

II. Scope of Consultation Participants

This global consultation is open to building material manufacturers, industrial associations, research institutes, testing and certification institutions, traders, consumer organizations and relevant government authorities worldwide. All parties are welcome to submit valuable comments and suggestions regarding the standard’s technical content, operability and implementability.

 

III. Requirements for Feedback Submission

  1. Submission specifications: Clearly mark the standard number, clause number and specific revision proposals, explain the reasons and supporting grounds for revisions, and attach relevant supporting materials where available.

  2. Feedback deadline: From the release date of this notice to September 30, 2026

  3. Submission channel: Send feedback via email to Standard@WSSO.org. The email subject shall follow the format: "Feedback on WSSO SD-2025-15 + Name of Organization / Individual"

 

IV. Miscellaneous Provisions

  1. WSSO will collect, sort out and review all submitted feedback, revise the standard text based on reasonable suggestions, compile the standard review draft and carry out subsequent approval procedures.
